測繪資質分為甲、乙、丙、丁四級。

測繪資質的業務范圍
國家測繪地理信息局是甲級測繪資質審批機關，負責審查甲級測繪資質申請并作出行政許可決定。
省級測繪地理信息行政主管部門是乙、丙、丁級測繪資質審批機關，負責受理、審查乙、丙、丁級測繪資質申請并作出行政許可決定；負責受理甲級測繪資質申請并提出初步審查意見。
2014年7月1日，國家測繪地理信息局以國測管發〔2014〕31號印發修訂后的《測繪資質管理規定》。該《規定》分總則、申請與受理、審查與決定、變更與延續、監督管理、罰則、附則7章37條，自2014年8月1日起施行。2009年3月12日發布的《測繪資質管理規定》予以廢止。

第六條 申請測繪資質的單位應當符合下列條件：
（一）具有企業或者事業單位法人資格；
（二）具有符合要求的專業技術人員、儀器設備和辦公場所；
（三）具有健全的技術、質量保證體系，測繪成果檔案管理制度及保密管理制度和條件；
（四）具有與申請從事測繪活動相匹配的測繪業績和能力（初次申請除外）。
第七條 測繪資質審批機關應當將測繪資質行政許可的依據、條件、程序、期限以及需要提交的全部材料的目錄等向社會公布。
第八條 測繪資質審批機關應當健全測繪資質管理信息系統維護機制，實現測繪資質行政許可在線受理和審查，方便管理相對人，提高行政效率，增強管理能力。

第九條 初次申請測繪資質的單位，應當提交下列材料的原件掃描件：
（一）企業法人營業執照或者事業單位法人證書，法定代表人的簡歷及任命或者聘任文件；
（二）符合要求的專業技術人員的身份證，畢業證書與測繪及相關專業技術崗位工作年限證明材料或者任職資格證書，勞動合同，社會保險繳納證明等材料；
（三）符合要求的儀器設備所有權證明及省級以上測繪地理信息行政主管部門認可的測繪儀器檢定單位出具的檢定證書；
（四）單位辦公場所證明；
（五）健全的測繪質量保證體系證明；
（六）測繪成果及資料檔案管理制度材料；
（七）測繪成果保密管理制度材料。
測繪資質是什么意思?
測繪資質是測繪專業必須具備的資質，資質等級為甲、乙兩級。
2021年6月，自然資源部辦公廳印發了修訂后的《測繪資質管理辦法》和《測繪資質分類分級標準》。
1．申請晉升甲級測繪資質的，應當符合以下條件：近2年內完成的測繪服務總值不少于1600萬元，且有3個以上測繪工程項目取得省級以上測繪地理信息行政主管部門認可的質檢機構出具的質量檢驗合格證明。
2．申請晉升乙級測繪資質的，應當符合以下條件：近2年內完成的測繪服務總值不少于400萬元，且有2個以上測繪工程項目取得設區的市級以上測繪地理信息行政主管部門認可的質檢機構出具的質量檢驗合格證明。
3．申請晉升丙級測繪資質的，應當符合以下條件：近2年內完成的測繪服務總值不少于50萬元，且有1個以上測繪工程項目取得縣級以上測繪地理信息行政主管部門認可的質檢機構出具的質量檢驗合格證明。
4．申請導航電子地圖 *** 或者互聯網地圖服務專業范圍的，不作測繪業績考核要求。
質量管理
甲級測繪資質單位應當通過ISO9000系列質量保證體系認證；乙級測繪資質單位應當通過ISO9000系列質量保證體系認證或者通過省級測繪地理信息行政主管部門考核；丙級測繪資質單位應當通過ISO9000系列質量保證體系認證或者設區的市級以上測繪地理信息行政主管部門考核；丁級測繪資質單位應當通過縣級以上測繪地理信息行政主管部門考核。
申請互聯網地圖服務專業范圍的，不受前款規定限制。
